Biography
Frank W. Shaw, JD, PhD holds doctorates from the University of Utah and the University of Notre Dame. He was admitted to the Utah State Bar Association and practiced law in both state and federal courts in the areas of general business, contracts, landlord and tenant, probate, and domestic relations. He also served as an educator in the public school system in the capacities of teacher, principal, director, hearings officer, and assistant superintendent in one of the fifty largest school districts in America. During his service, his school district was recognized by the Hoover Institute of Stanford University as the most productive school district in America and was ranked second of the 50 largest school districts in the nation for efficiency by Forbes Magazine. In addition to his service in public education, Dr. Shaw taught graduate and undergraduate courses in business law, education law, labor law, ethics, general management and organizational behavior at Argosy University, Salt Lake Community College, the University of Utah and Westminster College.
Dr. Shaw began his career as an educator by teaching second, fourth and fifth grades in elementary schools. As a school administrator, he served as principal at two elementary schools. He also served as Director of Accountability and Program Services responsible for the oversight of district program budgets and all district and state mandated testing programs. He served as chair of the Research Review and Approval Committee, assisted with research design and monitored the progress of research purchased for program evaluation. He served as hearings officer for employee grievances and terminations of employment. In his capacity as Assistant Superintendent, Dr. Shaw supervised school operations and budgets with emphasis on policy development, supervision, personnel evaluations, and conflict resolution.
